- Council operations — day-to-day work of the nine councils.
- Cultural preservation — archives, publications, the Gazette.
- Youth programming — education, mentorship, character development.
- Mutual aid — Council of Private Service member support fund.
CROM is a private association. Contributions are not tax-deductible unless a 501(c) affiliate is established.
